This forced unanimity of the Cabinet was arrived at at the Council of Ministers on Tuesday morning. M. Doumer was at once authorized to lay his proposals before the Chamber and to discuss them with the Finance_ Committee. The last debate of the present session May produce some new .crisis or some surprise after we have gone to press, but we hope and believe that the session will end with the confident expectation that M. Briand's Government will really-be able to insist upon the necessary, financial reforms and the necessary increases of taxation.
