We have advices to the 17th May from the Cape

of Good Hope, by the Melbourne, which reached Plymouth yesterday. At Cape Town the reception of the constitution, with the Duke of Newcastle's gratifying despatch, continued to give great joy to the colonists, especially to those in the Western provinces ; and the Queen's birthday was to be celebrated, in consequence, as a jubilee throughout the settlement.
