An example of the work of the German plotters in

America is given by the Secretary of the Navy. He states that, despite the efforts of the Navy to keep their plans secret, the position and destination of the American destroyer flotillas recently sent to this side of the Atlantic were brown in Germany. Possibly some of the Kaiser's friends in Mexico could throw light on the incident, which will help the ordinary American citizen to understand the harm that may be done by espionage.
