Lord Robert Cecil replied for the Government at the end

of the debate, and did so with remarkable success. He showed himself to be thoroughly alive to the really important issue at stake—the reconciliation of the safety of the State with the rights of the individual. The Government, he said, bad no intention of trying to get round the decision of the Court of Appeal. A small judicial committee was being appointed to examine all the special legislation which had come into existence in recent years and to advise as to its retention or abolition. Finally, he explained in detail an announcement which had already been made by the Prime Minister, that the Government was prepared to compensate those who had been deported for their actual expenses or losses. In the division Mr. Ramsay MacDonald's amendment was defeated by a majority of 154. * * * *
