The nobles are exiling themselves, the peasants are furious at the delay of their liberty, the traders are depressed by a monetary crisis, entailed by the heavy deficit, the younger men are irritated by the restrictions placed upon education, and the Government, with Poland to conquer, Russia to pacify, and the army to remodel, is at its wits' end.
