In the same paragraph Mr. Banner is called Chairman of

the Liverpool Bank. He is an eminent accountant, who is to be .official liquidator in the affairs of the Royal Bank, and he did not make the speech ascribed to him on bank dividends. That was made by a large shareholder present at the meeting, Alderman Dover, and does not appear to have expressed Mr. Banner's ideas -at all.
