President Wilson's appeal to the electors to return a Democratic

Congress at the coming elections is a reminder that America, though united in support of the war, has not put aside her domestic politics. The President has asked the nation " to give its undivided support to the Government under unified leadership," so that " the nation's internal unity of purpose should be evident to all the world." He has charged the Republicans with seeking to take the conduct of the war out of his hands: The Republicans have retorted by de- scribing him as an autocrat, and by asserting that " they are for peace through, and not without, victory," and that victory implies the unconditional surrender of Germany. The controversy does not concern us, for America is absolutely sound on the question of finishing the war. But it illustrates the difficulties attending a General Election in war time.
