It is stated that the Northern Powers are agreed on

regarding as satisfactory the guarantees demanded by the Insurgents,—namely, the right of Christians to give evidence in courts of justice ; the selection of the police from among the inhabitants, and not from lavp,ialLy one class of the inhabitants ; and a limit on the taxation ; and .V:Rtally, that these reforms be guaranteed by the mediating Powers. But the latter concession, if it is to be genuine, must surely mean something more than that the mediating Powers will endorse Turkey's pronilses, — it means that they will take care that Turkey fulfils them ; and how can that be secured without either taking the administration of the insurgent provinces into their own hands, — which, of course, is out of the question, — or giving them a limited autonomy, so as to put the remedy for abuse into the hands of those who suffer by the abuse ? Any guarantee short of this would be a mockery.
