The Emperor NICHOLAS has issued what he calls an act

of amnesty to the Polish exiles in Siberia. He decrees that all whose -conduct in their state of servitude has been commendable, shall have liberty to enter the military service in Siberia, or beyond the Caucasus as common soldiers, or the civil service in the lowest capacity, with the privilege of promotion iato the inferior class of officers. And this is called an act of grace to the nobles of Poland by this barbarian !_.
