co- operation of Rhodesia plans are now being drawn up for a complete federation of South African railwpys. We are glad to see the self-governing Colonies leading the way in the direction of federal experiments. The danger will always be that the Transvaal may tend to force the pace, and have the other States limping unwillingly after her. Railway federa- tion is a step to which the staunchest local particularism could scarcely be hostile. It will secure economy in manage- ment and increased receipts for the Governments concerned, and it will make things easier for the public.
