motion for the total rejection of Ministers' salaries was carried by 68 votes to 66. This is a grave incident, though it was not unexpected. The question now is whether the Governor, Lord Lytton, will act on his constitutional rights and take over the administration cotthe Transferred Departments. In the Central Province& organized obstruction has hem, successfully treated by the means provided in the Constitution, and after Mr. MaeDonald's recent declaration that no party in Great Britain would allow itself to be 'frightened by Indian threats or Indian obstruction, there can be little doubt that Lord Lyttonwould have ample support from home.
