The new German Government—a minority Govern- ment—met the Reichstag for

the first time on Tuesday. As it exists on sufferance, its programme was colourless. Herr Luther wants to offend neither the Nationalists nor the Socialists. The Dawes Scheme and the Locarno Treaty have, as a matter of fact, settled Germany's foreign policy. She is likely, therefore, to be more concerned in the immediate future with her home affairs. The number of the unemployed has reached a million and three-quarters.
