Mr. Goschen, as we expected last week, is clearly casting

his lot among the Conservative Whigs. He did not vote at all on the Transvaal question ; and on Lord E. Fitzmanrice's motion to limit the operation of the Irish Land Bill, so far as regards judicial rent, to tenants of holdings under 2100 a year, he voted with Lord Edmond Fitzmaurice. On Thursday, again, he left the House, rather than vote for Mr. Parnell's amendment accepted by the Government. In fact, it seems likely that he has come back to play the part of "candid friend" to the Government, in the sense of impressing on it a sense of its shortcomings. We rather doubt Mr. Goschen's playing this part with much eclat.
