Dog Lobby On my left, Charles Pannell, Minister of Works;

on my right, Lady Parker of Waddington and 200 other dog-owners who live near the Palace of Westminster. The dispute is over whether dogs must be on the lead in Victoria Gardens. The notices authorised by the Minister keep dis- appearing, although I would not dream of sug- gesting that the wife of the Lord Chief Justice could be responsible. Certainly she has a great deal of support and the amiable Charlie Pannell is very unpopular as a result. He ought to give way gracefully. No one can take on the dog lobby in this country.
