Sir: A statutory incomes policy has been approved by. eighteen

million Conservatives and Liberals against ll million Labour voters. Yet Mr Cosgrave suggests that Mr Heath's "espousal of a statutory policy has been decisively rejected by the electorate". No doubt this can be justified in some sort by saying that the separate espousals on the part of Mr Heath and Mr Thorpe have not succeeded. But was such a point really Worth making?
