It is stated that M. 'Vivien, who was Minister of

Justice under M. Thiers, has been appointed representative of France at the Congress relative to the affairs of Italy, which is to be held either at Innspruck or Geneva.

A Negro took his seat in the French National Assembly, on Thursday, as representative of Guadilloupe. Two Negroes and two Mulattoes have been elected.
