a profound " Thank you " for your issue of September z3rd : I cannot recall in the whole history of this country a more shameful retreat by Government from a position taken up but a few days before : and it is difficult to find a parallel for the ignorance shown by our Ministers of German mentality and policy which are so clearly apparent to any who have studied the course of German history in the last two hundred years.—I am, Sir, your obedient servant,
