THE Porte has met with another rebuff. The Sultan sent a whining complaint to the great Powers that he is being bullied and insulted by England, and the Powers have snubbed him for his pains. It is foolish to pull the trigger unless you can secure an explosion. Meantime, a telegram from Constantinople states that Lord Salisbury has informed Rnstem Pasha that the Committee of Control to superintend the Armenian reforms must consist of four Turkish members and three members named by the Powers. The Sultan is said to have manifested much concern at this demand. There is certainly something magnificent in his resource in the art of procrastination.
