Spectator's Notebook, of January 24th, badly needed saying. What kind of mind hatches them in the first place, and why do not senior officials or most editors strangle them at birth— together with their perpetrators? I suppose we have reached the stage of " Ipsos custodes quis custodiet?" Anyhow, they and their like make septuagenarians like me squirm, and those who might have been cen-
