Sir: Your 'Notebook' item about the expense to the taxpayer of the lavishly

produced South Eastern Gas Consumers Council annual report queried, quite rightly in my opinion, the thinking behind such extravagance. It is a shame that you omitted to mention that it was only one of a dozen such reports published, or about to be published, by each of the regional Councils. In the glasshouse department, the appearance of a full-page ad for High Speed British Gas in the same issue struck me as an example of a more worrying trend—the growth, in public industries like the Gas Corporation, of vast armies of Press and 'Customer Relations' Officers whose purpose, apart from making sure that the public cannot speak directly to anyone in authority, is to spend large budgets on press advertising which, unless there is a sudden mass switch-off in favour of solar or rubber band energy, can only be preaching to the compulsorily North Sea-converted.
