In England people are more and more beginning to ask

whether the Government's policy of inaction is so very masterly after all. Lord Birkenhead raised the whole question of security (British security, not French, on this occasion) in the House of Lords on Thursday, March. 22nd. • We spend 1120,000,000 a year on arma- ments. Yet London could be laid waste in a night. There seems to. be a mistake somewhere. We do not often agree with Lord Birkenhead, but in this case it is hard to differ.
