THE' agenda for the next Imperial Conference, which will probably be held in the autumn, is growing. There will be a formidable array of subjects to discuss. Certainly not least among these will be the treaty-making rights of the Dominions in relation to Foreign Powers. This subject has excited much dis- cussion in the British and Canadian Press during the past fortnight as a result of the debate in the Canadian Parliament. The fact that the Halibut Fisheries Treaty between Canada and the United States was signed only by Mr. Lapointe, the Canadian Minister of Marine, and not by the British Ambassador in Washington as well,

deserves attention.
