The results of two by-elections have been announced since our

last issue. In the West Toxteth Division of Liverpool it was necessary to fill the vacancy caused by the retirement of the Unionist, Sir Robert Houston. The figures declared on Thursday, May 22nd, were :- Mr. J. Gibbins (Lab.) ..

.. 15,505 Mr. T. White (C.) .. 13,034 Majority .. .. 2,471

At the General Election Sir Robert Houston defeated Mr. Gibbins by 139 votes. In the Kelvingrove Division of Glasgow the result declared last Saturday was :-

Captain W. E. Elliot (C.) 15,488 Mr. A. Ferguson (Lab.) .. 11,167 Sir J. W. Pratt (L.) 1,372 Unionist Majority 4,321

Captain Elliot's majority of nearly 3,000 over the com- bined votes of the other parties is an extremely encour- aging sign, particularly in this part of Scotland. The Liberal candidate's vote, it may be noted, was so small that he had to forfeit his deposit money. Liberal candidates seem to be in danger everywhere of such eclipses. In these circumstances one must regard the very bold and exultant language employed by Liberals at the meetings of the National Liberal Federation at Brighton as a kind of whistling to keep up their courage.
