We earnestly appeal to the -Government to end this scandal

They have had numerous proofs that whenever they take deter- mined • action an appeasement immediately follows. The truth is that a large part of Irish popular opinion is secretly on the side of resolute and coherent government. Sinn Feiners dare not confess it, but thousands of them are glad to be saved from the intimidation exercised •by their leaders. What the Government ought to say at once is that all preparations will be made for Conscription, and that if the stipulated fifty thousand voluntary recruits are not actually attested by October 1st, -an early date will be definitely fixed for the application of Conscription by Order in Council. We believe that the Government would be astonished at the manner in which their diffierilties would disappear and all -their forebodings be disproved.
