Mr. Knatchbull-Hugessen addressed his constituents on Friday in an able

speech, not reported by any paper except the Telegraph. The speech was in the main a determined defence of the Education Act, on the principles so often expounded in this journal ; but the Member for Sandwich addressed a hint as to the defence the Government will put forward in the Collier case. If Sir R. Collier had been appointed Lord Chief Justice, he would have been ex officio an unpaid member of the Judicial Com- mittee. Consequently there was no harm in appointing him a paid member, though a statute had been passed expressly to forbid that kind of job. If Lord Hatherley has nothing better to say than that, he had better plead guilty at once.
