The Conference proposes to carry out the system of "

One vote one value "—namely, that each vote recorded shall as far as possible command an equal share of representation in the House of Commons —by laying down the following excellent rules, which, we may oily, are very much like those which we set forth in these columns some seven years ago :-

A population of 70,000 is to be the standard unit of population for each, Member.

A county or borough (other than the City of London) with a popu- lation of lesa than 50;000 shall cease to have separate representation.

A county or borough with a population cf 50,000, but less than 70,000, shall continue to have separate representation. A municipal borough or urban district with a population of not less than 70,000 shall become a separate Parliamentary borough.

A county or borough at present returning two Members shall not lose a Member if the defect in the population is 20,000 or less. A Member shall be given for 70,000 and for every multiple of 70,000, and an additional Member for any remainder which is not loss than 50,000,
