The next subject dealt with by the Conference was the

method and costs of elections. Here we are glad to say that the recom- mendation is in favour of minority representation, at any rate as far as the town population is concerned. Any Parliamentary borough which, on the population basis, is entitled to return three or more Members is to be a single constituency, unlesspopulation is so large that it can claim six or more Members. In that ca-se it will be split into two or more constituencies of three each. Up to five Members, however, a constituency will remain unsplit. In all these cases the system of election will be that of the single transferable vote.
