The new Egyptian International Tribunal of Appeal for Egypt was

opened by the Khedive on Monday with a formal ceremonial. The Court consists of representatives from the European States and some Egyptians, and has jurisdiction in all cases between Europeans and natives, the old capitulations or treaties conferring privileges on European subjects disappearing. The abolition of these capitulations has been a great object with the Khedive for some years, but he has been baffled by the resistance of the French Foreign Office. If the new Court realises the expec- tations formed of it, it will solve the greatest problem of semi- civilised States, that of securing justice to the powerful intruders from the West, without entirely exempting them from the tribunals and laws of the and. Alexandria has hitherto been a kind of Alsatia, and wants purging.
