SIR,—II is difficult to follow Nigel Lawson's reason- ing in

calling David Steel, MP for the Borders constituency, parochial and illiberal if he fails to re- introduce the lapsed Homosexual Bill ('Spectator's Notebook,' May 20).

This is essentially an English and Welsh Bill, as it seems Scots law on homosexuality is fess harsh, fairer and more lenient in application. The Scott do not seem to have any public grumbles about it.

On the other hand. Mr Steel represents a con- stituency, embracing three counties, which was men- tioned in the Scottish White Paper as approaching the point of social collapse owing to depopulation, though, from what I know of the area, markedly heterosexual!
