THE RUMANIAN LOCOMOTIVES.

[To THE EDITOR or THE " SPECTATOR.") SIR,—ID your illuminating article upon "Our Allies in Central Europe " you refer to the removal by the enemy of the Ruma- nian locomotives. I understand from a friend of mine that the Rumanians, having oil but not coal, built their engines to run on oil, and that when the Germans took these they altered them to the use of coal. The almost overwhelming difficulty now is, apparently, the want of means to convert the engines back
