The Report of the Peace Conference Committee on War Crimea

was summarized in the papers of Monday. According to this summary, it is divided into two parts. The first deals with the responsibility for the -war itself, and the second with breaches of the laws of war during the fighting. The Commission advises that there should be no prosecution on the first count, but only a " formal condemnation by the Peace Conference of guilty persons." The second part recommends that there should be a prosecution before an international Tribunal for the crimes committed during the fighting. A terrible catalogue is given of offences by individuals. The Kaiser could.apparently be prosecuted on this count.
