THERE is a design at present entertained of a general Congress of the Princes of Germany, to meet at Berlin, for the purpose of deliberating on the internal affairs of the Empire. The subject to which their deliberations are intended to be directed, is the regulation of the Press. A law for that purpose is to be submitted to the Congress by the Court of Berlin. The licentious- ness of the Press, it seems, is become intoler- able.
