An extraordinary supplement of the DIoniteur, published on Thursday afternoon,

contained the following decree.

FRENCII REPUBLIC.

" Liberty —Equ ality—Fraternity.

" In the name of the French People, the President of the Republic decrees the following:

"Article 1. The resignation of the Ministers is accepted.

"Article 2. Are appointed Ministers—General d'Hautpoul, of War; M. de Ray- neval, of Foreign Affairs ; M. Ferdinand Barret, of the Interior; M. Roulier, of Justice; M. Bineau, of Public Works; M. Parieu, of Public Instruction and Wor- ship; M. Dumas, of Agriculture and Commerce; M. Achiile Fould, of Finance; Rear-Admiral Remain Desfosses, of Marine. " General d'Hautpoul is charged, ad interim, with the portfolio of Foreign Af fairs.

" Palace of the ElysSe National, on the 31st October 1849.

(Signed) "The President of the Republic,

"LOUIS NAPOLEON BONAPARTE."

This is not countersigned by any Minister, because, it is said, none of the late Ministers would sign it.

The list of the new Ministry has given a turn to the excitement in Paris not very respectful to the coup d'Ctat or the persons engaged in it. It is said that the post of Minister for Foreign Affairs went begging; and that at last it has been offered to M. de Rayneval, not in order that he may accept it, but that the sending to such a distance may give time to find some other person. Among the many anecdotes current is one, that General Cavaignac congratulated M. Dufaure on having quitted a Ministry in which he was misplaced; finishing with the words, "In short, M. Dufaure, you are given back to as." The character of public feeling is shown in the report that some members of the Assembly had applied to General Changarnier for a declaration of his intentions; on which he said that lie should support the new Ministers—" they were persons who had given guarantees to preserve order, and he would certainly not desert them."

An official communication from the Elysde, sent yesterday to the news- papers, contradicted in a formal manner the " misleading " rumours circu- lated with "bad faith" by certain journals and relating to "offers of port- folios made to different persons besides those who are actually Ministers."
