The Prussian Government has issued a circular, calling upon the

chiefs of the Provincial Governments to devote their strictest attention to the conduct of the public officers during the approaching elections. The officials are expected to give their entire support to the Government. Even a passive attitude will be considered as showing a want of devotion. "Public officers are not relieved from their oath of allegiance to the King, either in their capacity as electors or elected," which means, we suppose, that loyalty to the King is to be interpreted as abject servility to his Ministers. The Berlin Review, a feudal weekly, which understands allegiance to the King in this sense, has explained that "the chances of our candidates are not in but after, the elections. Our defeat at the poll is a means of liberating the Prussian monarchy." No doubt this is true ; and if the hint be properly carried out, we think the Prussian monarchy would probably be liberated very much in the fashion of the Greek monarchy, and be quite free to go wherever it pleased, except in Prussia.
