It was officially announced on Tuesday that Lord Tweed- mouth

had resigned the office of Lord President of the Council for reasons of health. Lord Tweedinouth, who had rendered valuable services to his party as Whip, was appointed First Lord of the Admiralty on the formation of the present Administration. On the reconstruction of the Cabinet after Sir Henry Campbell-Bannerman's resignation, he was trans- ferred to the Lord Presidency of the Council—practically a sinecure post—but since his serious breakdown a few months ago has taken no part in public affairs. In view of the unimportant character of the office, it is not likely that the vacancy caused by Lord Tweedmouth's retirement will lead to any substantial change in the Cabinet.
