From the Paris newspapers received this morning, we learn that

the negotiations with Gutzerr for reconstiucting the French Cabinet have been broken off. GUIZOT, it is now said, insisted upon naming the Ministers to three departments, including the Home Office, or upon Fling installed in the Presidency of the Council, with time :real control of the Government. He also required a promise that the Chambers should be dissolved, if a majority declared against him. To these terms LOUIS PHILIP refused to consent. Indeed, it is scarcely possible that they could have been proposed with any expectation on the part of GIAZOT that they would have been acceded to by the King.
