WAR DEPARTMENT, July 26.-The Queen has been pleased to appoint Lieutenant- General Sir James Fergusson, Knight Commander of the Most Honourable Order of the Bath, to be Governor and Commander-in-chief in and over the City and Garrison of Gibraltar.
