This is a useful and compact study of the law and practice of compensation for accidents. The author contends that insurance has tended to make employers less careful than they might be, and he praises the American plan of rewarding the conscientious employer by insuring him at a lower rate than is charged to the indifferent employer. The chapter on suggested reforms might be enlarged ; so much depends on the details of schemes. The author is not enthusiastic about the suggestion that sickness insurance and accident insurance might be provided under a single management.
