Sin,—May I point out to Mr. Chamberlain and the members of the Tariff Reform League that,it is a doubtful policy, if they wish to gain adherents to their cause, to send out a periodical such as I received on Wednesday, entitled Monthly Notes on Tariff Reform, with a halfpenny postage ? I was sur- charged a penny for it. It seems to me significant as to what will happen if he and his friends come into power,—we shall be surcharged on most things. Anyhow, if this is done wholesale, it is not likely to make many converts among those who differ from their views.—I am, Sir, &c., Brantley, Sent. H. B. SEDDON.
