American papers to the 5th of December have been received

by the packet-ship Cambridge, front New York. The President's Message had not reached New York ; two days having been consumed in a fruitless debate in the House of Representatives on the disputed returns front New Jersey. The money and commercial markets were quiet. The cashier of the Western Bank of Philadelphia went to New Jersey on the 2d ultimo, and shot himself in the head with a pistol ; after which, he was found walking in the streets of Philadelphia, the wound not having been mortal—the ball lodged in his ear. He complained that he had been insulted by a committee appointed to investigate the affairs of the Bank. By the bursting of a boiler on board the steam-boat Wilmington, from New Orleans to St. Louis, eight persons were killed and about as many wounded. The calamity occurred on the 18th, of November.
