1 ORD ROSEBERY has published an authorised edition of I his Chesterfield speech, which he says, however, contains only "the skeleton " of his policy, He adds a remark which, under the circumstances, is noteworthy :—" My policy appears to have received a large meed of general approval. But political opinion, to be effective, must be organised : political energy must work and entrench. I want some of this spade- work on behalf of this policy, or else the wave of popular adhesion will be lost in space." Perfectly true ; but who is to do the spade-work if not Lord Rosebery himself ? He may, probably does, mean something else, but his words certainly suggest Mr. Hannay's joke on an indolent officer, that "he, like Nelson, expects every man to do his duty."
