Sir FRANCIS HEAD prorogued the Legislature of Upper Canada on

the 20th of April ; and it is said that he subsequently dissolved it. All the supplies have been withheld ; and all the money bills passed by the Assembly for the improvement of roads and canals have been " reserved " by the Governor for his Ma- jesty's pleasure. A Committee of the House of Assembly had drawn, up a report on the Executive Council, couched in terms very far from complimentary to Sir FRANCIS HEAD.
