appears to have misunderstood the new Finance Bill which is before Parliament.

In his second example he says his friend Elsie will not be able to claim under the new provisions because the original woman holder died after reaching sixty. This is wrong, for Elsie will be able to claim immediately, if the present proposals are made law.--Yours faithfully,
