As opposed to the Scandinavian view, however, Dr. Benes argued

that the obvious meaning of the draft Protocol was that if and when the League Council decided to take action against an aggressor all the signatories would be bound to join in military sanctions. This difference of interpretation between the Scandinavians and Dr. -Benes was not indeed a mystery. But on which side was the British delegation ranged ? That was a -mystery. The Scandinavians gathered from what 'Mr. Henderson had originally said that he sided with them. But on Wednesday, September 24th, Mr. Henderson surprised them by declaring that he agreed with the interpretation of Dr. Benes. Now the view of Dr. Benes is for all practical purposes the French view. We have as yet no explanation of these waverings and cross purposes.
