Nevertheless Mr. Churchill hoped that Thursday would produce what was

required. He certainly said a helpful and important thing when he stated the opinion of the Government that the question of national or district agreements . would "never be allowed to stand in the way of a settlement." It may be that by the time a settlement is reached many district agreements will be in existence, but it ought to be possible to combine various agreements in the districts with some national governing principle. On Tuesday at the House of Commons Mr. Churchill met representative owners privately, and he is said to have talked plainly to them. If the owners use their victory harshly they will help Socialism and gravely set back the cause of industrial conciliation.
