The claim of Spain to a Protectorate at Tangier seems

to be fading away. French coldness dealt it a blow from which it could hardly recover, but the British reply has probably finished it. Great Britain_ has said that she is quite willing to reopen the Tangier question, but that the assent of the other Powers concerned must be obtained, and that the discussion cannot possibly take place till the League session is over. This is good sense from every point of view. When France and Italy show that they want a conference, Great Britain need not raise any objection. The truth is that the Tangier Convention of 1923 has never been regarded here as very satisfactory. Italy ought certainly to have received more consideration. There will be no harm in discussion when the matter cannot be confused with questions about membership of the League Council.
