I do not know whether the British public will be

afforded any opportunity of seeing General Dawes during his stay in Europe, but it certainly is to be hoped that he will he able to find time to pay London a visit. " Charlie " Dawes, as he is known to his friends, has a .great reputation in America for getting things done, and has quite a Rooseveltian touch about him. During the War he rendered great services as an organizer under General Pershing, and since he returned to America he has been much in the public eye. It was General _Dawes who was largely responsible for introducing the Budget system into American Govermental finance. He is a whole-hearted advocate of British-American friendship, and at a time when it was not always popular to express such views he spoke out in no uncertain terms.
