NEWS OF THE WEEK.

THE news from Spain is, on the whole, good. The coupon of July has not been paid, but it is promised within two months, and 1 per cent. per mensem is added to the amount. Moreover, the Cortes are abolishi g the Admiralty, and seem inclined to insist that taxes shall be paid. Their greatest feat, however, has been to invest Pi y Margall with dictatorial power, suspending all guarantees for individual liberty in his favour. He mean- -while has been accumulating Civil Guards and troops in Madrid till the Irreeoncilables, who have quitted the Cortes, do not seem able to raise an imeute, and he may be ready in a day or two to strike his next stroke, the peremptory disarmament of the rabble of Madrid. He will„ then be completely ,vnaster of the capital, and the Respectables of the other towns, backed by the officials and a few troops, may be able to take their mobs in hand also. The point to be noticed is, that except to crush Carlism and the system of brigandage miscalled Carlism, the Pre- sident does not need more than 20,000 or 30,000 resolute and .obedient soldiers, and power, unsparingly exercised, to shoot .every officer who fails in his duty from secret disaffection.
