It has been announced in both Houses that the Government

have advised the Queen to create a new University in the North of England, to be called the Victoria Uni- versity, of which Owens College is to be the collegiate nucleus. Our readers are aware that, though with seine hesitation as to the question whether or not the time was quite ripe for this step, we have always been inclined to favour it, as a fair re- cognition of the great success of the Owens College Pro- fessoriate and students in creating in Manchester a real seat of learning, and as a step likely to lead to a higher kind of culture in Lancashire and Yorkshire, as well as to a type of culture of a somewhat novel and original cast. We have no doubt that Owens College, and the new University of which it is to be the centre, will entirely justify the deliberate decision of the Government. Of course they will open their degrees to women.
