Russia, it seems to us, might very well reply with the old song beloved by Parliamentarians : "Perhaps it was right to dissemble your love, But why did you kick me downstairs P" For ourselves, we can only say that we have not the slightest desire to make ill blood between Russia and Germany, nor does the meeting between the two Emperors cause us any uneasi- ness. If anything can be done at the forthcoming meeting for the peace of the world, we may be perfectly sure that it will be welcomed, not opposed, by the British Foreign Office.
